Applications are invited from interested and suitably qualified candidates to apply for the Benjamin A. Gilman International Scholarship 2023-2024 program. The International Scholarship program offers study abroad scholarships to U.S. undergraduates with financial needs. These students are from diverse backgrounds and students traveling to non-traditional study abroad destinations.
Gilman Scholarships, established under the International Academic Opportunity Act of 2000, provides up to $5,000 for American students to study abroad for college credit.
The Benjamin A. Gilman International Scholarship is a grant program administered by the US Department of State that allows students with limited financial resources to study or intern abroad, gaining skills critical to our national security and economic competitiveness.
The Gilman Scholarship Program is open to U.S. citizen undergraduate students receiving Federal Pell Grant funding at a two-year or four-year college or university to participate in study and internship programs around the world.
What Benjamin A. Gilman International Scholarship Program?
The Gilman Scholarship Program is administered by the Bureau of Educational and Cultural Affairs of the United States Department of State, with assistance from the Institute of International Education (IIE). The Gilman Program provides grants to undergraduate United States citizens with limited financial resources to study and intern abroad, gaining skills critical to our national security and economic prosperity.
Students studying critical need languages may be eligible for up to $3,000 in additional funding through the Gilman Critical Need Language Supplement program.

The Benjamin A. Gilman International Scholarship Program critical need languages include:
- Arabic (all dialects)
- Bahasa Indonesia
- Chinese (all dialects)
- Japanese
- Korean
- Russian
- Swahili
- Portuguese
- Turkic (Azerbaijani, Kazakh, Kyrgyz, Turkish, Turkmen, Uzbek)
- Persian (Farsi, Dari, Kurdish, Pashto, Tajiki)
- Indic (Hindi, Urdu, Nepali, Sinhala, Bengali, Punjabi, Marathi, Gujarati, Sindhi)
Benjamin A. Gilman International Scholarship Eligibility Criteria and Application Overview
The scholarship program is open to all U.S. citizen undergraduates in good academic standing who have received a Federal Pell Grant and meet the following criteria.
Benjamin A. Gilman International Scholarship eligible applicants Must Be:
- Receiving a Federal Pell Grant or demonstrating that he or she will receive a Pell Grant at the time of application or during the term of his or her study abroad program or internship.
- Applying to or has been accepted into a study abroad program or internship that is credit-worthy through the student’s accredited institution of higher education in the United States.
- Studying or interning abroad for at least three weeks (21 days) in one country, or two weeks (14 days) for current community college students, and no longer than one academic year. Programs that travel to more than one country are eligible if the student spends at least four weeks in each country. Benjamin A. Gilman International Scholarship!
- Studying or interning in any country with an overall Travel Advisory Level of 1 or 2 as determined by the US Department of State’s Travel Advisory System. Certain areas within these countries may be designated as “Do not travel to” (Level 4) or “Reconsider travel to” (Level 3) locations in the Travel Advisory; students will not be permitted to visit these areas. Students are not eligible to apply for programs in countries with an overall Travel Advisory Level of 3 or 4.
