Hungary Bilateral State Scholarships

Bilateral state scholarships are based on bilateral agreements between two governments for scientific and educational cooperation. The Hungarian side, like the foreign partner, provides scholarships for foreign students, researchers, or lecturers in higher education institutions, as well as scientific and artistic institutions.
Each foreign partner has a national scholarship office that is in charge of nominating potential outgoing scholars to foreign partner(s) and organizing the application process for both them and potential incoming foreign applicants. These offices are part of or related to the respective ministries of education. The national scholarship office in Hungary is the Tempus Public Foundation, a subsidiary of the Hungarian Ministry of Innovation and Technology (MIT).

Foreign undergraduates, graduates, lecturers, researchers, and artists from higher education may apply. The types of scholarships available vary depending on the applicant’s sending country.

How To Apply for Hungary Bilateral State Scholarships
The scholarships can be applied for in two ways:
1. Being nominated by the home country
Applicants must first submit their applications to their national scholarship office, as instructed by the office. (The national office evaluates them based on a number of criteria and compiles a list of successful applicants for nomination.)
The scholars must also apply online through the Tempus Public Foundation’s system. The Tempus Public Foundation receives a list of nominated scholars from its foreign partner office.
2. Submitting an individual application
Applicants who are not nominated by their home country must simply submit their applications through the Tempus Public Foundation’s online system.
After submission, applications are evaluated by the Hungarian side: first, a formal eligibility check is performed, and then Tempus Public Foundation’s external experts score the applications based on several professional criteria.
As a result, applicants (and, in the case of country nomination, national offices) are notified directly by email of the decision (acceptance/rejection). Tempus Public Foundation also sends additional information to help organize and begin the stay in Hungary.
